You are not eligible for Obamacare when:
They have no immigration status.
Lack of residency: Temporary residents or those who are not residents of the state in which they apply.
Very low income: Those whose earnings are too low and qualify for Medicaid, which is managed separately.
Health Coverage: If you already have health coverage through an employer that meets ACA minimum standards.
Health determinations: People who are in prison or in public institutions.
Certain visas: Those on certain types of visas (such as tourist visas) are not eligible.
